Findings that C.S. is a neglected and dependant minor and that respondent mother is unfit are reversed and the matter remanded where a mental examination is necessary in a case where the respondent requests an exam and the State's entire juvenile neglect petition rests solely upon the allegation that the respondent is mentally disabled or suffers from psychological problems.
