District court's denial of defendant's postconviction motion to vacate his conviction for first-degree murder and sentence of death, is affirmed as, with the exception to defendant's challenge to section 27.702 Florida Statutes, where defendant is entitled to relief only to the extent that Chapter 27 permits Capital Collateral Regional Counsel (CCRC) attorneys to represent capital defendants in section 1983 mode-of-execution claims, the alleged errors he raises are either procedurally barred, meritless, or do not met the Strickland standard for ineffective assistance of counsel.
