In a county ordinance regulating sales of fireworks, a provision requiring $1,000,000 single limit liability insurance does not conflict with Florida Statutes chapter 791, which is silent regarding insurance requirements for businesses that sell fireworks. The ordinance merely imposes an additional requirement on businesses that sell fireworks in that county.
