Strand v. Escambia County, SC06-1894

A judgment validating tax-increment-financed bonds proposed for issuance by a county is reversed as, receding from prior decisions, the Supreme Court of Florida finds that the county is without authority to issue the bonds without first obtaining approval by referendum as required by article VII, section 12 of the Florida Constitution.
