A judgment validating two bond issuances proposed by a city to finance the expansion of the City's wastewater collection and treatment system is affirmed where, because the expansion of the wastewater treatment and collection system confers a special benefit on the new users of the system, special assessments imposed only on the new users, as opposed to all users, are not arbitrary or inequitable.
