Russell v. Agency for Persons with Disabilities, 1D05-5150
An order denying placement to a developmentally disabled child on a "crisis tier" of a waiting list for services through the developmental services home and community based waiver program administered by appellee-agency is reversed where the child could not be denied crisis status as a matter of law solely because she was a foster child entitled to certain services under state law.
