In a dependency case involving the potential adoption of a child and various interested parties, the court holds that it lacks jurisdiction to consider the appeals filed by the Department and the father, and converts them to petitions for certiorari; 2) an order at issue does not merit certiorari review; and 3) that finding renders moot other challenges.
