In a challenge to agency's approval of an amendment to a comprehensive land use plan involving the determination of a service provider of freshwater and wastewater to certain areas, the court affirms the approval where, although appellant-district had standing to maintain the appeal, the review by the agency conducted within its special expertise plausibly found no basis to disapprove the county's action.
