Order finding a minor child dependent as to the father is reversed where: 1) there was no finding of domestic violence that would have adversely affected the child; 2) the Tipsy Coachman doctrine does not apply since appellee-department's primary ground for affirmance was not known until articulated during oral argument; and 3) the claim that the father abandoned the child was not supported by the evidence at trial.
