Dismissal of a petition for a formal administrative hearing to challenge a land use change approved by a village is affirmed where appellant-land planner lacked standing for his challenge because conducting some business activity in the village is not the same as "owning or operating a business" there for purposes of Florida Statutes section 163.3184(1)(a).
