Walker v. Bd. of Prof'l Eng'rs, 1D06-0948

An order of the Board of Professional Engineers concluding, contrary to an ALJ, that negligence had been proven justifying a reprimand of appellant's license is reversed where competent substantial evidence supported the findings of the ALJ and a conclusion that negligence was not proven, and thus the agency could not reject them, modify them, substitute its findings, or make new findings.
