Denial of an engineer's application for licensure by endorsement, based on a finding that he had not obtained the requisite education, is affirmed where the Florida Board of Professional Engineers correctly interpreted the controlling statute in rejecting a claim that Florida Statutes section 471.013(1)(a)2 applied to appellant and would allow his licensure by endorsement in Florida as a professional engineer.
