An ALJ's order finding two proposed rules promulgated by the Department of Environmental Protection (DEP) valid is affirmed where a proposed rule, involving wildlife protection and water reservation, was not an invalid exercise of delegated legislative authority under Florida Statutes section 120.52(8)(c) as it did not enlarge, modify, or contravene Florida Statutes section 373.223(4).
