Agency's denial of hospital operators' applications to move certain amounts of beds from their existing hospitals to a satellite hospital is affirmed where one operator failed to show that the agency failed to follow its own precedents in considering its application, and there was no error as to the standard of need applied to the operators for purposes of their Certificate of Need (CON) applications.
