An order denying the Department of Children and Family Services' (DCF) petition to terminate parents' parental rights is affirmed where, although the DCF presented substantial evidence which, if fully accepted by the trial judge, would clearly have supported the granting of its petition, the appellate court could not question the trial court's assessment of witness' credibility nor substitute its judgment for the trier of fact.
