The Florida Department of Environmental Protection's dismissal with prejudice of a petition for administrative hearing regarding a wetland dredging project is affirmed over a claim that the Department erred in determining that appellant, an unincorporated multi-state association of corporations and associations, lacked standing to request an administrative hearing after the Department denied a permit application filed by the U.S. Army Corps of Engineers.
