A business damage award in an eminent domain proceeding is reversed and remanded for a new trial where the trial court erred in denying the Department of Transportation's motion in limine to exclude a retailer's evidence that it proposed to relocate its garden center to a spot allocated for future retail shops and to expand its building where the garden center had been.
