The Department of Children and Families' motion for certification is denied, and its motion for rehearing is granted, and the court rules that a shelter order entered following a denial of parents' request to present evidence on the issue of probable cause is reversed since the parents had a statutory right to present evidence contesting probable cause at a shelter hearing.
