A temporary injunction order in favor of a mayor seeking to prevent a Community Redevelopment Agency from prohibiting him from speaking from a dais is reversed where the order failed to acknowledge the mayor's ability to speak from a podium, and failed to establish how permitting him to speak only from the podium would cause irreparable harm.
