Denial of a petition for writ of mandamus is affirmed and denial of a motion for removal of a lien imposed upon defendant's inmate account for court costs relating to the petition is reversed where the trial court incorrectly concluded that the petition for writ of mandamus did not constitute a collateral criminal proceeding.
