Summary judgment determining that plaintiff, a non-profit corporation and instrumentality of a municipality, was not entitled to an ad valorem tax exemption as the owner of an apartment complex is affirmed where the trial court properly concluded that, although the complex was equitably owned by a municipality, it was not being used for a municipal or public purpose.
