In a medical malpractice action, a petition for a writ of prohibition to quash an order denying a motion to abate and to prevent a trial court from conducting an evidentiary hearing on whether petitioners complied with the notice requirements of the Birth-Related Neurological Injury Compensation Act (NICA) is granted since an administrative law judge had exclusive jurisdiction to determine issues of notice.
