An order of a judge of compensation claims finding that a valid settlement agreement was reached between the parties at mediation and that claimant accepted the settlement offer is reversed where the employer/carrier failed to meet the burden of proving that claimant's attorney had "clear and unequivocal authority to settle on the client's behalf."
