In a dispute involving the manner of calculating assessments levied on workers' compensation carriers, a judgment partially granting a workers' compensation insurance carrier relief concerning certain assessments is reversed where, for purposes of equitable estoppel, the carrier was not justified in relying on departmental employees' informal views concerning the propriety of a deduction.
