Summary judgment for defendants is reversed in a dispute over application of certain public disclosure laws to plaintiff is reversed where, following its purchase of a hospital from an independent taxing district, plaintiff was no longer "acting on behalf of" the district and therefore was not subject to the Public Records Act or the Sunshine Law.
