Williams v. State of Delaware, 249, 2007

Conviction for carrying a concealed deadly weapon is affirmed where: 1) defendant was not seized without reasonable suspicion during an initial, consensual encounter; and 2) the community caretaker doctrine applied to allow the officer to investigate whether defendant was in peril or in need of assistance.
