In a matter arising from an application with the Insurance Commissioner to acquire an insurer and affiliated insurers, an application for interlocutory review of an order denying DaimlerChrysler's motion to stay the effectiveness of a ruling issued by the state insurance commissioner is granted and the denial of the motion is reversed where the record reflected that the balance of the applicable factors tipped in favor of staying enforcement of the order.
