Lower court's reversal of the Delaware Human Relations Commission's (DHRC) decision that defendant-casino had unlawfully discriminated against plaintiff in violation of the Delaware Equal Accommodations Law is affirmed where the DHRC had made errors of law and findings of fact that were unsupported by substantial evidence.
