PAULEY v. REINOEHL, 679,2002

The Emergency Vehicle Statute bars the State, as owner of a police emergency vehicle, from asserting its sovereign immunity as a complete bar to an injured party's claim for personal injuries caused by the negligent or wrongful act of the State's driver or the State.
