STATE OF DELAWARE v. BLOOMINGDALE, 658, 2002
An anonymous tip of erratic driving can provide reasonable and articulable suspicion for a brief, investigatory stop. The tip should enable the officer to be certain she has identified the correct vehicle; its reliability is enhanced if little time elapses between receipt of the tip and the officer's location of the vehicle.
