In denying plaintiff's News Journal access to non-conviction data and geographic information, the superior court exceeded the scope of the issues presented to it. The Freedom of Information Act was incorrectly applied to refuse the release of police officer identification information, since that Act makes no reference to officer safety as a basis for redacting officer information.
