In an Adult Abuse Registry Hearing with Delaware Health and Social Services, a determination that appellant committed acts of neglect against an elderly resident of a group home is reversed where the hearing officer's decision was not supported by substantial evidence because the record before the hearing officer failed to establish appellant was inattentive to a resident's needs, or that he violated any established standard of care.
