Reversed and remanded the judgment of the Court of Appeal which had found that a court could declare a statute unenforceable when complying with the statute is impossible. In reversing, the California Supreme Court reasoned that courts can interpret a statue and can excuse non-compliance where compliance was impossible, but they cannot invalidate a statute altogether based on impossibility.
