Affirming the judgment of the Court of Appeal in the case of the petition for resentencing of a man convicted of drug possession and trafficking charges because a voter Proposition that reduced drug charges from felonies to misdemeanors also covered trafficking offenses since it was passed in the backdrop of enactments reducing trafficking offenses to misdemeanors, but the petitioner was ineligible for resentencing because his offense occurred outside of the period covered by the Proposition.
