Affirming the Court of Appeals determination that a man, charged in adult criminal court for sex crimes committed when he was a juvenile, should retroactively receive the benefit of Proposition 57, which prohibited prosecutors from charging juveniles directly in adult court and required that they commence their case in juvenile court where a transfer hearing would be conducted, because laws that could reduce punishment in a case apply retroactively in California.
