Reversing a Court of Appeals decision that equal protection was violated in how California makes certificates of rehabilitation (rendering the recipient eligible for certain employment licenses) available to former prisoners, but not former probationers who had their prior conviction dismissed upon the successful completion of probation, because the effected class was not constitutionally suspect and the preservation of government financial integrity and resources was a rational reason for the different treatment.
