City of San Buenaventura v. United Water Conservation District, 226036

Affirming the court of appeal's determination that California state law as amended by Proposition 26 supplies the proper framework for evaluating the constitutionality of groundwater pumping charges, but reversing in part because the court failed to address the City's argument that the charges at issue do not bear a fair or reasonable relationship to the payer's burdens on or benefits from the District's conservation activities, as required by law.
