Reversing the judgment of the trial and appeal courts that the catchall provision of a law relating to public records could prevent the ACLU from acquiring data collected by an automated license plate reader employed by the LA Sheriff because the court found it had an obligation to construe the clause narrowly and remanded fro review to determine whether the data could be redacted to shift the balance of interests such that the information could be released.
