Briggs v. Brown, 238309

In the case of Proposition 66, relating to the death penalty, the petitioner challenged the constitutionality of the proposition on a number of grounds that did not warrant relief, but the court held that provisions imposing strict deadlines on the resolution of judicial proceedings must be deemed directive rather than mandatory to avoid running afoul of separation of powers problems.
