The Gang Violence and Juvenile Crime Prevention Act of 1998, which was adopted as part of Welfare and Institutions Code section 707(d) and allows prosecutors the option of filing charges against certain juveniles accused of specified offenses directly in criminal court, does allow prosecutors to charge such juveniles in criminal court by grand jury indictment.
