In a suit against a prison and its officials, brought by the family of a victim who was murdered by an former-inmate four days after his release from the prison, claiming the death was caused by defendants' failure to discharge mandatory duties imposed by the Sexually Violent Predators Act (SVPA), Welf. & Inst. Code section 6600 et seq., the Court of Appeals judgment is affirmed where although the SVPA imposed a mandatory duty on defendants, the alleged breach was not the proximate cause of the victim's death.
