Judgment finding that plaintiff security guards' on-call time constituted hours worked within the meaning of Wage Order 4 (Cal. Code Regs., tit. 8, section 11040) and was subject to the wage order's minimum wage and overtime provisions is affirmed, and finding that state and federal regulations permitted defendant CPS to exclude sleep time from plaintiffs' 24-hour shifts is reversed, where, under the wage order, plaintiffs are entitled to compensation for all on-call hours spent at their assigned worksites under their employer's control.
