In a dispute involving contracts for the construction of public buildings and whether a charter city must comply with California's prevailing wage law notwithstanding local ordinances stating otherwise, judgment for the City is affirmed where under California Constitution, art. XI, section 5, the wage matter is a "municipal affair" and therefore governed by its local ordinances.
