In consolidated cases in which prisoners were held beyond the their scheduled release date to allow for the completion of a full evaluation of whether they were sexually violent predators who could be committed as such, the regulatory definition of "good cause" for holding a prisoner beyond his or her release date Is held invalid, but the granting of petitions to commit is upheld, where the Board of Parole Hearings' reliance on the regulation's definition of "good cause" was excusable as a good faith mistake of law.
