In a challenge to an ordinance passed by the defendant to regulate the ability of certain employers to summarily replace the workforce upon acquiring a new business, Worker Retention Ordinance, L.A. Ord. No. 177,231, adding ch. XVIII, section 181.00 et seq., judgment of the court of appeals striking the ordinance as preempted is reversed where the ordinance is not preempted as intruding upon either matters of health and safety already regulated by the state or matters of employee organization and collective bargaining fully occupied by federal law.
