In a dispute involving the scope of Code Civ. Proc. sections 391(b) and 391.7, judgment of the the appeals court reversing dismissal of plaintiff's action for failure to comply with section 391.7 is affirmed where section 391.7 applies only to actions filed in propria persona by vexatious litigants.
