City of Marina v. Bd. of Trustees of the California State Univ., S117816

In a challenge to an environmental impact report (EIR) prepared by the Board of Trustees of the California State University involving a plan to expand a campus on a former army base, a court of appeals judgment in favor of the trustees is reversed pursuant to a claim that certification of the EIR despite certain remaining, unmitigated effects was an abuse of discretion under the California Environmental Quality Act (CEQA).
