Adjustment of future rents to compensate for prior rent control ceilings under the standard set forth in Kavanau v. Santa Monica Rent Control Bd. will foreclose a suit for damages for violating due process rights if the adjustment adequately prevents constitutional injury by compensating for former excessively low rent ceilings.
