Denial of plaintiffs' petition for writ of mandate is reversed where: 1) CDF failed to follow stats Forest Practice Rules when reviewing geographical areas chosen in timber harvesting plans for assessing impacts on the spotted owl and Pacific fisher, and 2) CDF failed to fulfill its procedural obligations in obtaining, considering, and disclosing information regarding the environmental effects of possible herbicide use after harvest.
