Hollywoodians Encouraging Rental Opp. v. City of L.A., 285553

Affirmed judgment denying writ of mandate. Plaintiff brought suit to prevent a certain property from being removed from the rental market using the Ellis Act and converted into a hotel. Plaintiff contended that an environmental impact report was not prepared. Appeals court determined environmental impact report was not required because rental property had been withdrawn from the market years before the conversion was commenced, thus there was no housing impact.
